He wishes he did, for a number of reasons. Perhaps it wouldn't have taken as long to come to the conclusion he did, if he'd known of another plan.

He can't take the weight away, and imagines the offer would be refused even if he could. But he can try to help him shoulder it, whatever that winds up meaning.
