Maybe not in exactly the way he's expecting.

If the dial were a switch instead, he'd have learned almost nothing. Maximum, where the light is pulsing bright and fast at once, likely would be something Gustavain could maintain his composure through, actually. But it's a dial and the changes are incremental and there's a combination somewhere bright-but-slightly-slower that Phillip moves through on the way that makes Gustavain curse and grip the balcony harder again, swaying on his feet this time. It's a much more pronounced reaction than the first one-- his eyes also flutter shut and it's clear he's having to work to keep his breathing normal (and he's failing, at that). It's also obvious that if Phillip leaves the dial right there, he can keep Gustavain like that, unlike the way he'd gasped but steadied himself before.

(If he keeps it there too long, he's going to melt Gustavain to the floor, but he definitely can't care much about that just at the moment.)
