While it would not entirely be past Gustavain to handle him something that did nothing while pretending it did, Phillip suspects that the level of interest he's showing in Phillip's every move would say that's not the case here. And it would be past him to hand Phillip somethings potentially dangerous without warning (or at least, dangerous to other people), so he doesn't have to worry about accidentally setting off any obscure Allagan weapon systems.
Which clearly means that the best way to figure out what he's doing is to just turn whatever this dial is controlling up to its max, if only for a few moments. Despite what that move may indicate, he still has no idea what he's holding- but he's pretty sure he's about to find out.
