With a little bit of quick experimentation Phillip will find that a shorter contact with the dome either makes the glowing start or completely stop, but that he can use more prolonged contact with it and it doesn't seem to alter whether or not it glows. There's not another reaction quite as strong as the first as he figures that out, but Gustavain has gone quiet, watching him, which is more than enough to know something is definitely still up.
Fiddling around more with the device quickly shows him that while the dome itself doesn't move, it does seem to react to his touch-- running his finger clockwise or counterclockwise around the outer edge gives the appearance of a physical dial, increasing and decreasing the pulsing of the light and holding his finger sustained at the top or bottom edge changes the brightness.
There's mostly continued silence from Gustavain while he plays around with that, but depending on what he does with the found information there's other things to discover.
